Bad Schandau would be most central. However, public transportation is pretty good in the area (at least in summer, during hiking season) so you could also pick other small towns or even villages. Best is along the train route in the Elbe river valley.
Pirna is a larger town with better shopping, less touristy ambience, and only a short train ride (run every 30 minutes) from Bad Schandau. Stadt Wehlen or Kurort Rathen are also nice options, much smaller and you might actually feel more like 'on vacation' there. I'm not a big fan of the town Königstein (while the fortress up on the plateau mountain is a must).
