I've recommended the following place several times and have stayed there twice with another visit scheduled for late September:

This is a very simple place located around the corner from the Duomo. If it's an issue be warned that there are no elevators, a lot of stairs and that breakfast isn't included. However, for such a good price (this time I was quoted 88 euro for a double with a bathroom) and the location you will find plenty of places to pick up food (breakfast etc.). It's family run and so far I've always found them to be very helpful and friendly. I found the rooms to be basic but very clean.
