Help. Cell service or telephone card for traveling in Italy?

In the past I have bought a phone card which could be used at phone booths and hotel rooms for calling international. Can't remember if I could use it for calling in Italy or not. It was very reasonable.

If it is cell service, than I am assuming you need to buy a cell phone as well, which for 9 or 10 days might be expensive?

Would appreciate any help on this subject.
