Stay away from the termini area. When I visited I stayed in a convent near piazza navona (Istituto Santa Giuliana Falconieri
Via San Giuseppe Calasanzio 1) and it was a great location. Close to bus transportation and walking distance from all the main places to see. It is excellently priced, however the acomodations are very spartan, and breakfast simple, there's a curfew but they are not too strict. If you don't mind the cons, I think is excellent location for the price you pay. I don't know of any other hotels...

Stay in the historic center which includes the area around the Pantheon, Piazza Navona or Campo de Fiori. Streets are walkable, safe and you will be near transport. Much of Rome can be done on foot.
Search this site for hotel recommendations but I would strongly suggest an apartment. You will have more space, spend less and have a place to keep some cheese, wine, drinks, etc. You might even consider eating a great lunch at home from all the great fresh produce you can find at the markets. www.sleepinitaly.com has some wonderful apartments in the above areas and others on this forum have had good experiences with other agencies.

We stayed at the Hotel San Francesco in Trastevera. We loved the neighbourhood and it was a short 4 stop trolley ride to the historic centre. We often walked it but we do like walking.

We recently stayed at the Hotel Alius, 243 Via Nazionale. It's in an area about midway between Termini and the centro storico is very reasonably priced.

We stayed at an apartment at Campo dei Fiori - The most lively square in Rome with tons of restuarants, bakeries. It's a pedestrian only zone and our apartment was on an alley too small for cars so it was super quiet. We easily walked to the Coliseo, Pantheon, Vatican, P. Navonna, Trevi Fountain, etc. We never took a bus of the metro and went with 3 young kids. We found it on VRBO and only paid about 150 Euro/nt for 5 people. Good luck!
