Germany train/bus question

I am trying to figure out train connections in Germany. My first journey will be from Dresden to Seiffen on Sunday, December 18. I would like to have a several hour stop in Freiberg on the way.
Schedules for Dec 18 are not open yet, so I searched Sunday Dec 4 and here is one option I found. Travellers are myself and 2 teens age 19 and 16. "Partial fare" for this trip is E24.90 for all three of us. I assume the partial fare is train only and not for the bus legs of the journey? Any information about paying for the busses?
Can you explain what is meant by Kurort Seiffen and Schule Seiffen, and if there is a better way to travel to my final destination other than waiting almost 2 hours for the bus transfer?
We are staying at the Hotel Erbericht within the town of Seiffen.
Also, I don't understand the message about M-F only. I think weekends will be available in December since it was shown on the schedule?
