Germany-Belgium-Paris Itinerary help

My husband and I are planning our Sept. trip to Europe. We have 3 weeks and would probably start in Munich, then drive through Bavaria to Frankfort/Darmstadt because my father was born there. We think we'll stay about 3 days, then either continue in Germany or take a train to Belgium.
We're very up in the air about where to go and what is worth seeing (we like museums, interesting architecture, castles and beautiful countryside...and good food). We know we want a week in Paris at the end of the trip.
I would appreciate people weighing in on where you would go if you could do it again--stay in Germany and head for Berlin? See more countryside and skip Berlin? Forget the rest of the country and enjoy Belgium and maybe Luxembourg?
