From tourist to local..need help budget dn where to go!

So I'm doing an exchange program through my school in Orlando Florida to Vienna Austria for 4 months.
The school has helped out a lot but I'm still pretty intimidated by it all, and have many questions that need answers so I hope you guys can help me!

heres the loose outline of my trip:

February 23rd leave Miami
Feb 24 to Amsterdam (picked up by my friend and go to Delft where she lives )
March 2nd plane to Vienna (check into dorm hall)
March 3rd - June 30ish classes (I'll know exact end on my first day of class) move out of dorm
June 30ish -July 21st ???
July 22nd leave Vienna

Okay so what I've already bought: flight ticket, passport, visa, insurance, dorm deposit, tuition.
What I know for sure I need to pay once I land(in euros):
rent: 242 a month
additional dorm fees: 110 one time
subway semester pass: 150 a semester
student organization fee: 22 one time
cell phone: 10 a month
books: 75-150 one time

Leaving me about 3,641 euros for leisure, food and entertainment for roughly 5 months. How reasonable is this?

My biggest concern is the extra three weeks, from what I've heard from other students is that they stayed a few weeks just crowd surfing through college friendsthat they had met throughout the semester. But now I'm not sure I'll have enough money to do that (or enough friends by that matter! lol).
How much would It run me if I decided to change the flight to maybe the 7 or 8 of July instead? :/

other concerns:

Should I get a credit card with chip-pin/signature (if so which do you recommend?) or can I get by with a regular mag strip credit card(I have Citibank or capital one available to use)?

I'll be opening an Austrian bank account with Erste bank? How do I go about switching from my American bank (Suntrust) to Erste? Will I be charge a lot for emptying my suntrust account to my new Erste account?

Can I use my European sim card on my tmobile smartphone? Should I even bother bringing my smartphone?

Any student discounts that I don't know about? any general money saving tips while I'm living there?
