French traffic ticket mistaken identity

Got a French speeding ticket for an infraction in a car the owner (another country in the Eurozone) said was driven by someone with a name spelled similar to mine. I wasn't in France and don't have a passport. I appealed in my college French but the appeal was denied. My senator's office said I might have to hire a French lawyer. That won't work. I also was given a State Department number to call. I'm sure it will be a high priority. . .My best guess is my name and address were on the Internet. The reissued ticket now has my actual name. I can find an address for the individual named on the ticket in the same country as the owner. Advice anyone?
