French Basque area

We will be spending 9 nights in the French Basque area the middle of June. I'm thinking of spending 3 nights in 3 different towns, St Jean de Luz, Biarritz, St Pied de Port, etc. or should I just stay in one place and do more day trips. Planning to use local transportation or rent a car if needed. It's a laid back vacation with no special itinerary, eat, drink and be merry. Any suggestion on towns or hotels? Thanks.
