free international phone calls

Can someone tell me how to use my tablet to do international phone calls that are free of charge.
I have heard it can be done, but not sure how. Would like to call land line of elderly relative during my travels.
I am not too much into computer stuff, thus trying to learn from Fodor friends.
I use Google Hang Out successfully if that is any help for a phone call without seeing face.

Google Hangouts works great to make free calls to the US from overseas - I use it all the time. But it's not free to call other countries other than the US - so if by "international call" you mean calling the US from overseas, then you've already got it figured out. ;-) You can still use Hangouts to make calls to other countries, but it's not free - a few cents a minute, and you must buy credit from Google in $10 USB blocks, I think.

It works the same overseas as it does in the US - with one caveat: you must add a +1 in front of US phone numbers in your contacts to call them from overseas. So if the number is 202-555-1212, dial +1-202-555-1212 from overseas. The + can be entered on a phone or tablet keypad by holding down the zero key.

Free international phone call is usually with mobile numbers on smartphones, such as with Viber, KakaoTalk, Line,...
I don't know how it works with landline numbers. If you guys both have facebook accounts, or Skype accounts, you can call between you two, with or without seeing face.

I call landlines in the US all the time with Google Hangouts. Worked perfectly.

You need to also get the Hangouts Dialer from the Play store if you don't have it already.

Thanks for your help. I will try soon and find our how well Google Hangout landline will work. Nad never tried it before.

You need the additional Hangouts Dialer app only if you have Android. If you have an iPhone/iPad, it seems you need only the single app "Google Hangouts" for some reason.

You can receive phone calls (even from landlines) on Google Hangouts, too. But that's a wee bit more complicated - you need to get a Google Voice phone number (free also) too.
