I found it ridiculously contradictory. It makes believe that a quirky grungy Paris has suddenly been discovered and then proceeds to track down all of fashionable places to go in the area. I thought that the whole point would have been to avoid the fashionable places that can be found in profusion in other areas already.
As for the East/West split of Paris, that dates back to the late 1970's when the real estate market wet ballistic. For example, we in the 18th, 19th or 20th feel that we have much more in common with the people in the 12th or 13th than anybody in central or western Paris.
