The only direct flights are on Czech. You MIGHT find cheaper fares changing at Vienna or Budapest - but I'd doubt it.
There are virtually no low-cost airlines flying from Prague to non-beach destinations in SE Europe.
If budget is a problem take the Orangeways bus from Prague to Budapest (costs about €20) then fly Budapest - Bucharest with Wizzair (you can find tickets under €20 if you book with some time in advance).
