Someone posted a question discussing the friendliest countries in Europe. I thought it'd be interesting to ask the question in reverse.
My vote goes to:
1-Czech Republic
2-Poland
3-Catalonia (The Spaniards are some of the nicest people however)
Honorary mention: Austria and Bavaria.

I'm confused, do you mean that these countries need more training or have had too much? Certainly I've never had anything but courtesy in those countries and at least they don't fawn after a tip like we find from people in some countries.
Of course Catalonia ,,,, you know.

Whathello, I've been putting off a trip to Brussels for a long time, for fear of running into someone like you. Though I reckon that those delicious waffles will triumph in the end.
And MissPrism just because someone is brave enough to speak out his mind doesn't mean he's a troll.
Political correctness is so overrated.

What
We found the Belch to be terribly warm and helpful. The exception was the desk clerk at the Norman Bates Hotel in Ypres. But to judge an entire country by one person, would be worthy of Fodor's posting.
We also took an afternoon tour of the WWI battlefields with Brit ex-pat. He was knowledgeable but hated everyone that wasn't English.
Having spent considerable time in Catalonia, I have no complaints about their behavior. The OP also though Spanish cuisine was limited to Oscar Meyer ham on Wonder Bread.
