Euro scam in Cesky Krumlov?

In Cesky Krumlov the last week of September 2012, I ran into what I can only surmise was a euro scam.

A fellow came up to me on the street and flashed a wad of euros (5s, 10s, 20s). He wanted to change these bills not into or out of Czech koruna but for larger euro bills (50 and 100 euros).

Being naturally suspicious I declined. Later at my hotel I asked the clerk what that was all about. She had not heard of any scam along these lines but said I'd done the right thing to refuse.

I can only guess that the fellow would show me 100 euros worth of bills, then somehow palm one or more bills so I ended up with less than 100 euros.

Has anyone else run into a similar scam?

BTW Cesky Krumlov is very touristy but quite wonderful and well worth the visit.
