You should really give us a price range since your definition of "budget" may not be the same as other definitions of budget.

For 2 people for meals and lodging only you can expect to pay from E225 upwards. That amount would be for a modest hotel room, inexpensive breakfast and lunch and modest dinner. No splurges.

You can get hotels (double room) in Rome and Paris for 100 euro, Venice a little more. But those would be bare bones. If you could afford 150 euro per night you'd have lots more options.

Meal costs are all over the place - do you want sit down meals with service or are you content to have pizza and eat it in a park/square. Markets have wonderful food to make picnics. Some people even picnic in their room if the weather's bad. You could get by for 50 euro a day for two but the majority of people will spend at least 100euro.

I'd say minimum for two people hotel and food would be 150euro a day unless you stay in hostels and only eat pizza and baguettes.

Check www.booking.com (then compare reviews with TripAdvisor)
and then do some research on where grocery stores are once you find out where you're staying. Buying basics like water, bread, cold cuts, fruits at a grocery store during the day can save some money for a good dinner. Or check around during lunch time for prix-fixe menus (appetizers + main + dessert), usually a really good deal!

Don't forget to budget in public transportation costs, entrance fees, tips, etc.
