Ending Travel at Connecting Airport

I'm looking to travel to Europe this summer. Ideally I would like to fly from Chicago to London. Prices are much cheaper (~$400, €300), however, to fly from Chicago to Dublin. Ironically, this includes layovers at London Heathrow. So my question is: Can you end your international journey at a connecting airport? Essentially just not board the connecting flight (to Dublin in this case) and enter the U.K.. I realize I would still have to return from Dublin, but that's doable. If anyone has any info or can point me in the right direction I would be grateful. Thanks!
