End of Capital One policy of no foreign transaction fees

They are ending what made this a great program. In addition, unless you have certain types of checking accounts (like one requiring $5,000 balance) you will now pay $2 ATM fees as well.
I not only have a mailer from Capital One about this, I've talked to the branch manager
