If you stay close to the coast on the Atlantic side you will have no mountain driving crossing into Spain.

There are a few mountainous regions to cross. Pyrenees is perhaps the most difficult to bypass.
Please can you inform us why you wish not to drive across mountains?
Other ranges will depend on your route.
I cannot compare camp-sites as it is years since I have used any. But is it not like asking are the hotels better in one than the other. The answer would be down to price and facilities, no?
In Portugal you should be aware of the electronic toll system.

Once you leave Roscoff, head for Bordeaux, then Biarritz. Cross in to Spain near San Sebastian and there are a couple of ways to go. Stick to the coast if you want to avoid steep hills altogether and bypass Bilboa and Gijon heading for La Coruna, then down into Portugal on the

AP 9 then across the the border. (Sorry, pressed submit too soon). Alternatively from Bilbao, then Torrelavega, head for Valledolid and into Portugal. It's a lot quicker the second way, but if your vehicle struggles with hills, the first route should be good.

The alternative would be to get the ferry to Santander and avoid France altogether.
Does your motorhome struggle with hills? I can't think of an other reason to worry about crossing from France to Spain. Lots of people with motorhomes of all sizes do it every year, even in winter.
There are lots of aires in Portugal for motorhomes, just as there are in France. Some don't have shadow though the same applies to campsites.
Have a look at campercontact.com for campsites and aires. You can use the app if you prefer.

If you take the Autovia in the Basque country it also has a far few step gradients.
You could look at Street view to see if they are what you conciser too steep.
You should note that Spain and Portugal are relativity mountainous countries and you will will encounter inclines and descents which are steep.
