I am not a 100% certain, but I believe it varies by state. In my state at least, if you are here for less than 30 days, you can drive with a foreign license without problems.

Driver's licensing laws vary by State and are geared towards State residents, not tourists, i.e. an out of state resident moves into another state usually has 30 days to change their license over.
In general, you don't need a "permit" to drive. I'd bet your country's license will still be good long after US Immigration comes to take you away for staying too long
I had a business partner who drove in the US on his UK license (resident alien) for over 10 years - got stopped several times and had no problems - and a lot of expats living here use their foreign licenses.
