Driver in Bilbao
Arriving Bilbao on cruise and would like to find reliable driver to take us to San Sebastian for lunch (already booked) and back to cruise terminal. Cost of guide and driver is outrageous and we really only need transportation. Any suggestions would be appreciated. Date is 12 September 2016 and we have from 7AM to 4 PM. Party of four.

Well, the least expensive way would be to take the bus, other then that, a private service would be around €140/each way, as would a taxi.
I take it that you have to be back at the ship by 4:00 pm. That doesn't leave you much time to enjoy your lunch, as most restaurants do not open their doors until 1:30 pm, and lunch is never served in a hurry. Note that it's a little over an hour's drive from Donostia to Getaria, where you will be docking.
You might want to reconsider and have lunch in Bilbao.

Where in the world are you having lunch in SS at noon? Not at any restaurant I'm aware of. Are you sure it's not actually in France, the Pays Basque?

going to take 1 1/2 travel time. Train and bus only a couple of hours, but I'd think getting back might be an issue.

If they where to take the bus to the port at Getxo in time to be back at their ship by 4:00 pm, they would have to leave Donostia by 2:00 pm and connect through Bilbao. There is no direct bus service.
The only train they could take would depart at 12:50. Doesn't leave much time for lunch. It takes 2-1/2 hours and then they would have to take the bus or metro out to Getxo, and then a taxi to the dock.

Your driver has to stay there waiting for you, so price can´t go under 400eur...the two trips can easily cost 300eur, plus the waiting time...and I think it´s cheap.
