It seems that every hotel I look into near the Zurich airport says there is a maximum of 2 people! Will they accept me if I come with just me and my 3 year old and 1 year old? I'll pay for an extra baby cot. I just don't want to get turned away after paying online.
Does hotel exist for 1 adult, 2 children in Zurich?!

Try calling the hotel directly and asking about accommodating your children. Or it's an easy train ride into Zurich proper, with lots of hotels.
No one here can answer your question with any authority. Phone or email the hotels.
The last thing you want is trouble/confusion on arrival with those two tots.
I don't know if there is any availability, but Pension St. Josef is a 10-minute walk from Zurich HBH. They have quad rooms.
I realise you are travelling with children, but you could take a taxi to the hotel from the train station.
A so much better alternative than staying at a boring airport hotel. At least if you stay in Zurich you can take the kiddies for a stroll around the Zurichsee to see the beautiful swans.

I've always been under the impression that the 'rule' meant two ADULTS. I feel confident that underage children are not implied.
Sorry - people are people - it doesn't matter how old they are. they need a bed and linens and towels. And some hotel rooms in europe are so small that even a crib for an infant wouldn;t fit.
the only safe thing is to contact the hotel and see what arrangements they can make.
