You do not need - or even want - a car in Amsterdam or Brussels.
But - if you want to tour the countryside and see several other towns or villages it will be much more convenient with a car - rather than trying to fit you visits to the train schedules.
We have done several road trips in the are and found many great places ( battlefields, small towns with local museums, interesting castles) that we never would have using a train.

Hourly trains from Brussels to Luxembourg -- direct at about 2 1/2 hours. That's about 15 minutes longer than driving according to Mapquest. And I don't know what's so difficult about it unless it would be buying the tickets?

I prefer to plan my trips around using the trains, not renting a car. Unless you have some particular place in mind to go, there's no reason what you ask about can't be done entirely on the train.

I will be going to Europe for my 8th time this Sept. I have always rented a car as I don't want to have to plan things around a train schedule. Plus I don't want to have to haul luggage on or off a train. We always keep our luggage in the trunk and just bring our carry on with clothes, etc. into the hotel Just our preference. Last year I drove to Amseterdan from Bruge and Colmar among other places. While in Amsterdam try seeing Edam. Gent was also a place I would recommend for a day trip from Bruge.
