We will be in Paris from 12/15-21 with 3 small children age 6,3 and 5 months. We want to take them to Disney for a day but wondered if its too cold?

I dont know where you are from but I think it would be too cold. You may want to check historical temperatures but here is a start:

You won't know the exact temps until you get there. You may have 45 and sunny. Or you may have 30 with snow or sleet or freezing rain.
Without knowing where you are from and what temps you are used to - it's hard to give advice. But the day is likely to be short (dark at 4 pm) and dreary. Have you even looked at their opening hours for those dates?
In cold climates kids go out in that weather all the time - bundled up in snow suits and boots and hat and gloves and scarves and strollers with umbrellas and plastic hoods. It won't hurt them. But it might be a miserable day.
I agree you should just wait and see what the weather is like when you are there, and how you feel about it at that point. At least they won't charge for the baby, but tickets aren't cheap (they start at age 3).
If you have no idea what winter is like in Paris, do check the average stats to get an idea.
