It doesn't look like there is a gray line in these countries. Can anyone recommend a day bus tour company that goes to different places in these countries and tours national parks etc. (not looking for multi day trip) rather tours we can do one day at a time.
Is it possible to tour these countries and others such as montenegro ourselves without renting a car, just using public bus transportation or trains?

Yes, you can use public transportation. IME, The Rough Guide provides the best information about the transportation options.

I have been to Slovenia (twice) and to Croatia and Bosnia & Herzegovina (once). I rented cars in Slovenia and in Croatia/BiH. Driving was very easy for me and I would do so again. I used public transportation on portions of these trips as well.

Both Slovenia and Croatia have excellent bus systems that will get you around pretty efficiently to tour yourself. Trains are limited, especially in Croatia (no train service on the Dalmatian Coast). There are also ferries and catamarans serving the coastal towns. I could have done pretty much all of my Croatia/BiH trip without a car, but a car made it a lot easier. In Slovenia, I saw more smaller towns, and getting around by bus would have been impractical, but seeing the highlights (Ljubljana, Lake Bled, Piran) would be very doable by bus or train. There are probably a few places that may drop off your itinerary if using public transportation but don't let that dissuade you - these are beautiful countries, very worth visiting.

Like Andrew, we also travelled through Slovenia and northern Croatia by bus, train and boat without any problems, although services are not always frequent.

Also check the ABC train in northern Slovenia. It looked like fun but we weren't there at the right time.

I am not sure where you are starting from.

We have taken two trips to Sarajevo. From there it is quite easy to take public transit (train and/or bus) to Mostar, Split or Dubrovnik. There are also day trip tours from Sarajevo and quite a few from Dubrovnik.

All of this information will be covered in ANY decent guide book -- I recommend that you get at least one, if not several.

IMO, better to use bottled water, whiz is readily available and IME quite affordable.
