Croatia rental cars allowed in Bosnia, Montenegro?

Croatia rental cars allowed in Bosnia, Montenegro?
Want to drive from Dubrovnik to Kotor, Montenegro, and also to Sarajevo, Bosnia. Do Croatian car rental companies allow you to cross the border? Or will I be stuck with a tour operator's full-day Montenegro tour?

Thanks. Economyrentalcars.com sells a "Bosnia & Montenegro" sticker for US$60 on specific car classes (B1 and C, I think). Maybe I'll rethink taking the guided tour, if it's less than the $60 sticker.

I've rented from www.economycarrentals several times now in Croatia (Split) and driven along the coast,also inland to Sarajevo (the scenic mountain route0 and Mostar along the main roads. The scenery is stunning, but please make sure you get a decent road map - there is a reason why those little white roads are not used as the main route to somewhere!
Anyway, one time I had to pay fro the cross-border card, another time it was included in my rental. But I've always found them easy to deal with and had very good almost new vehicles. My only whinge would be each time I have been upgraded to a larger car than I wanted!
