Croatia - 13 Night Itinerary

We are planning to have 13 nights in Croatia in April 2017.. We need to finish in Dubrovnik as we plan to take the ferry across to Bari to continue our European tour..

We are flexible as to where we fly in.. We will be coming from Belgium so options include Zadar, Zagreb, Split or even Pula.

Places we definitely want to include (but not necessarily overnight) are Plitvice Lakes, Split, Kotor (Montenegro) and Zadar. We would also like to spend a couple of nights each on the islands of Vis and Mljet. When we travel we enjoy good food, people watching, photography and walking.

Our first cut is as follows (however we don't know how many nights to spend in each location);
Zadar
Split
Vis
Mljet
Dubrovnik
We would do day trips from these locations to some of the sights..

Given that this is not set in stone, how would you recommend we best spend the 13 nights? Your contribution is much appreciated.
