City for college student studying abroad...Brussels, Copenhagen, Geneva

My daughter will be spending a semester abroad next year during her junior year, and she is trying to decide on a city. At the moment, she is looking at programs in Brussels, Copenhagen, Geneva, Amsterdam, Groningen, and Leiden. She is looking for a safe city she can explore as well as someplace central enough to visit other countries. She would enjoy a vibrant city with culture, architecture, and natural beauty. DH and I plan to visit her for a week while she is there...I'll be glad to go anywhere! Any input or suggestions would be appreciated. Thank you in advance!
