Your best shot is to find a Ukrainian Travel Agent. You did'nt tell us where you live but I know for a fact that in Chicago there is a good size Ukraininan neighborhood and there are few TAs that specialize in traveling to Ukraine. I'm sure that is true for NYC and maybe few other bigger cities. They use charter airlines as well as consolidator tickets.

I'll second AAFrequentFlyer's opinion. I usually purchase my airfare online, but for Russia and Ukraine you can usually get better rates by contacting a Russian/Ukrainian travel agency. I'm flying to Moscow this Friday, and the best internet fare I could get was $500+ (either Aeroflot or Finnair). I called a travel agent in Brooklyn who offered the same flights for $450. Note that you don't have to go there in person; just give them a call (they take credit cards) and they'll mail you the tickets.
Thanks so much! I was a bit intimidated by the high prices and difficulties I had when looking on-line. Does anyone know a good travel agency in the Philadelphia region? I'd like to fly from PHL to Lviv in June. Do you know about how much a flight should be?
From what I can tell, if you get a cheap flight to a major European airport like London, Frankfurt, or Amsterdam, then fly Ukraine International from there. Gatwick to Kyiv is roughly $500.
