Cell Phones in France & Spain

I am being told by Verizon (my carrier) that I can use my Motorola Ultra 4G cell phone while in France & Spain without having to change the SIMS card; all I have to do is notify Verizon before I leave to activate international roaming. Not using the phone for data, using an IPAD for Internet connection. However, I've read that Verizon is useless in Europe. What is the best and least expensive way to have a cell phone while on vacation in France. I will be using the cell phone for local calls only. Thanks for any suggestions.
