Cell Phone Dialing/SMS Question - Different Continents

DS is in Asia with a US cell phone number. When he calls or text us here in the USA, he uses +1 -(area code)-(number). Same with us when we call or text him. We will be in Turkey, with a US cell phone number while he is still in Asia. Will it be the same procedure if we want to call or text him (and vice versa)? ie we only need to put +1 (area code & number). No need to put the country code and city code of the country we will be calling to?

Hope I am being clear.
