Cell phone dialing in Europe

I understand the sim card and roaming issues but don't know how to actually dial when in Europe. Two questions: From Ireland to France calling another phone from the US, what numbers do I use? US numbers are XXX XXX XXXX. Do I put something in front of the area code or what? Same question when both US phones are in France. Do I put something in front of the area code or what? The AT&T and Verizon stores were of no use. How do I dial a US number already programmed into my phone from Europe?
