They start from Piazza di Spagna.

Not in a while, but the carriages used to gather around the Coloseum and hawk rides. I took one once when the feets were sore. Started negotiations at around $100 (equivelent) for a 45 min ride, and ended up paying about $20.
It's a nice ride when you are tired of walking. The cobblestones make the carriage vibrate and it is quite soothing.

A couple years ago we picked-up a carriage ride at Piazza di Spagna and took a marvelous 45 min ride around to all the major sites - like Rich says, it helped rest our feet. The carriage driver was a marvelous character who had to show us how his horse took sugar cubes from his mouth. He also spoke English well enough to point out some things and give us a nice tour of sorts. It's still on my daughters list of 'high points' for our trip. I think it cost us about $15 dollars with the tip we left him, but I'm not sure.
My family and I took an evening carriage ride last summer starting from the Spanish Steps and winding all through Rome, including the Coloseum (a gorgeous sight at night). I'm not sure, but I think it cost us about $40 for an hour ride for 4. Definitely worth it.
