car rental issues Italy Slovenia Croatia

Please help us figure out the current situation with car rental - specifically, renting in Italy, and using in Slovenia and Croatia. Three of us (mid 60s) will be traveling for three weeks May/June 2015.

Weeks ago, I read that some rental companies would allow travel into Slovenia and Croatia, as long as we explained our destinations when renting. Specifically, Hertz was mentioned in earlier posts as allowing that cross-border travel.

However, yesterday, the travel agent (going through AutoEurope) told us that Hertz would NOT allow it. He said that Avis MIGHT, but its rates were not available yet.

In 2010 we rented a Hertz car in Germany and drove it in Croatia and Slovenia and other counties. There were some make and model restrictions, mainly German makes- VW, Audi, Mercedes, etc.. From the Hertz website:

Hertz vehicles cannot be driven into and/or dropped off in any African, American, Asian, or Middle Eastern country, nor in Albania, Armenia, Australia, Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Estonia, Georgia, Greece, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Montenegro, New Zealand, Romania, Russia, Serbia, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan.

Hertz vehicles may be driven to, but not dropped off in Croatia, Czech Republic, Hungary, Poland, Slovakia and Slovenia.

Exceptions: All Mercedes and BMW models, convertibles, SUVs, trucks and cargo vans, as well as all Hertz Prestige Collection and Fun Collection vehicles cannot be driven into or dropped off in Croatia, Czech Republic, Hungary, Poland, Slovakia and Slovenia.

All Mercedes and BMW models, Convertibles and SUVs, as well as all Hertz Prestige Collection and Fun Collection vehicles cannot be driven into or dropped off in Italy.

Dream Collection vehicle groups Special Convertible Automatic (D6): Jaguar XK Aut. Conv. - GPS, Special 2-4 Door Automatic (E6): BMW M5 Aut. - GPS cannot and Special Sport Automatic (T6): Nissan GT-R or similar cannot be driven outside Germany.

All HPC vehicles except Luxury 4-5 Door Automatic (A6): Jaguar XF Aut. - GPS, Premium Wagon Automatic Diesel Air (J6): BMW 535xd 4x4 SW Aut. – GPS, Special Wagon Automatic (V6): Mercedes Benz CLS 350D SW Aut - GPS and Special 4-5 Door Automatic Diesel Air (Z6): Mercedes S350D cannot be driven outside Germany.

I would call Hertz and hear what they have to say about your requirements.

We recently rented in Slovenia (drop off in Austria) with Budget through Carrentals.com. A quick check with their website showed cars rented from Italy (I chose Venice for this exercise) are available for travel outside the country as follows: Cars may be driven into the following countries and returned to the renting country: Austria, Belgium, Croatia, Denmark, France, Germany, UK, Ireland, Iceland, Luxemburg, Norway, Holland, Poland, Portugal, Slovenia, Spain, Sweden, Switzerland. Please check with the location directly for any restrictions regarding insurance coverage or additional fees. Renter is not permitted to take the Budget rental vehicle into Albania, Cis, Hungary, Poland, Bulgaria, Belarus, Estonia, Finland, Lithuania, Russia, Serbia, Herzegovina, Romania, Ex Yugoslavia,(Bosnia etc), Greece, Lettonia, Czech and Slovak Republics, Ukraine, Moldavia (and all eastern countries), Africa, Malta, Cyprus or the Middle east.

Last year we rented from Avis (through Autoeurope) for pickup @ Piazzale Roma for use in Dolomites and Slovenia, Julian Alps. Avis said no problem taking the car into Slovenia as long as they knew ahead of time because they hire out different cars for Slovenia than those just being used in Italy. Rate was not that much more.

You need a vignette (a tax sticker) to drive on the main roads in Slovenia. Your car may come equipped with a sticker (unlikely) or you buy one at or near the border.

You need an International Driver's Permit, to drive in Italy and Croatia. It's a translation of your license, which you show along with your license. You can get it easily and cheaply at any AAA/CAA office. They'll take your photo too.

You can rent A car but you cannot rent SOME cars, including Mercedes, BMW, and specialty cars according to the blurb above. There is reportedly a huge trade in stolen cars of these marques.
