car rental in Ruse, Bulgaria

I will be spending 15 days in Romania and Bulgaria in July. I'm planning to rent a car. As it seems to be almost impossible to pick one up in Romania and return it in Bulgaria, I'll probably have to book two different rentals.
Does anyone know whether it is possible to rent a car in Ruse, Bulgaria, and return it at Sofia airport? If not Ruse - can you suggest another
"convenient" place, i.e. a city easily reachable by public transport from Bucharest/Ruse and allowing for a tour of Bulgaria ending in Sofia?
