Can you help me make calls in Italy?

I am currently in Italy.
I have the T Mobile Simple Choice Plan.
En route I called my husband from Germany. He arrived in Italy prior to me.
The phone worked fine. He made a test call to me when I arrived at the hotel because from the airport in Italy I could not call him. His phone worked fine for one call to me in the hotel.
Since that one call now he is unable to make calls from his phone.
I have a Samsung Galaxy III. His is a little older Samsung model.
I was on the phone via Skype with T Mobile for over 40 minutes yesterday and they could not correct the problem.
The text function works fine, thank heavens.

Can anyone help? I know someone here has used this plan with a phone in Italy.
