Can I bring this bag on the plane *in addition* to one carry on?

KLM flights from the US to Amsterdam and London, and wondering if I can use this as my extra accessory/personal item instead of my purse in addition to one carry on. This way I can put a small purse into this, plus my iPad, journal, scarf, flats, etc. I will not be using it as a diaper bag, as I have no babies! Just seems like a nice roomy bag with nice extras and compartments/pockets.
