I always stay in the old town area so can't specifically recommend a place near the Tryp La Caleta. However, it's very easy to grab a frequent bus to the old town area.
My top favorites picks for the old town:

This place is a must - very popular (and very crowded). I always try to arrive early or late especially on the weekends. There is also a restaurant section but the food is the same at almost double the prices as the bar area. This places serves all raciones portions, no tapas. The prices are excellent and by myself just one racion and a dessert is a full meal. My favorite dish is the revuelto with basque peppers and bacalao (Revuelto de Bacalao Ahumado con Guindilla Vasca) for 4.5 euros. In fact, I was with a spanish friend and she said the revuelto here was the best she had ever tasted. My favorite dessert is the lemon sorbete (lemon sherbet blended with cava).
Just around a corner is one of the most atmospheric tapas bars in Cadiz:

The diabillos panceta (dates wrapped in bacon) are my favorite tapa 1.95 euros. My other favorites here are the Cazon adobo - a quite large tapa for 1.90 euros and the secreto Iberico – one of the specialities here; very good with a side of potato.
The Barrio de la Vina is another great tapas area. Here I'd definately visit Bar Manteca, Calle del Corralón de los Carros, 1. This is very old school serving sherry and cold meats on wax paper. The walls are covered with bullfighting pictures and posters and flamenco is usually playing in the background (not live).
I used to be a big fan of the tapas in the Bar area of El Faro (just down the street from Bar Manteca). They are quite good but slightly overpriced. Still if I were in this area I'd definately make a stop.
If your friend has any time free in the mornings the outdoor market has now been remodeled and is open. It's quite beautiful but I'm still deciding if I don't miss the ramshackle but colorful old market. Either way, I just love going to the market area in the mornings in Cadiz - it's a great experience. There are a couple of booths at the entrance where they make fresh chuuros (the best I've ever had)

I have yet to buy that book and of course would live to get it as a gift form my upcoming birthday maybe I will just buy it.

I have been thinking of anther trip but it is difficult now due to new job (which I am really loving) Hopefully I will accrue vacation time (and dollars) soon.
