There is one direct bus from Biarritz Airport at 15:30.
And two from Biarritz to San Sebastian but there is no direct service, it stops at Saint Jean de Luz, Hendaye and Irun: http://www.pesa.net/pesa/horarios/ct...&fechasRango=0

This site indicates that the train leaves every half hour from Hendaye.

The exact schedule is on a Basque site which is even less comprehensible than the French site as Donostia-San Sebastian seems to be changed into Amara when specifying the desired departure time.

The train departs Biarritz at 08h21 arriving in Hendaye 22 minutes later. From there you can take the TOPO into San Sebastian. Amara is the last stop on the TOPO line.
The last train departing Hendaye leaves the station at 19h45. It's a better schedule than the PESA bus, but still doesn't give you much time in San Sebastian.
You can also check the Autocars ATCRB website to see their schedule between Biarritz (La Négresse) and Hendaye (Gare SNCF). They provide regular service along the Basque Coast from Bayonne to Hendaye.
