Burgos or Zaragoza?

Picking up a car at Madrid airport. We want to do at least one night in The Rioja, then on to the north coast (San Sebastian, Bilbao, Santander etc all the way to Santiago then back east to Ribera del and back to Madrid). The question: we really want to see Zaragoza, 1 or 2 nights, then on to La Rioja...but as I look at the map, Burgos seems like a more logical route before Rioja. What do you think? Zaragoza vs Burgos?
