My best tip for Paris, is to decide which arrondisement you would like to stay in. That way you can look for hotels in one area, rather than the whole of greater Paris, which is overwhelming and not very efficient.
If you want a view of the Eiffle Tower (for example) then you'd want to look in the 7th...

well, anything is a budget of some kind, but I think many people use it as an adjective to mean cheaper than average. Actually, I think that is a somewhat budget rate for a Paris hotel with a special view.
How about the Hotel Duquesne Eiffel in the 7th arr which has some rooms with views of the Eiffel Tower or at least a nice view (lit-up INvalides Dome, maybe).
The Hotel Brighton on the Right Bank has some rooms with views of the Tuileries gardens.
For views of Notre Dame, try
Hotel de la Tour Notre Dame at 20 rue Sommerard

You have to reserve the view room, but I think it's in your range or just about. Another hotel in that area with a similar name and some views is Le Notre Dame Hotel on quai St-Michel

Our favourite hotel in Paris is Hotel St. Jacque in the Latin quartier - but on Rue D'Ecole so it's far enough from the busiest tourist areas that you don't get all the noise & crowds.
The rooms are nice, especailly the ones with balconies. Location is fantastic - a block from the Pantheon, a few minutes walk to the Seine and Notre Dame, close to the metro, and most importantly, a fantastic wine bar next door (la petite perigourdine).
It's a bit less than your budget - rooms are around €125/night
