As with everywhere, restaurants come and go.
If your hotel doesn't offer breakfast, your best bet is to scout the neighborhood, hopefully the night before.
Try Giraffe (chain of restaurants who do good breakfasts) or grab a pastry and coffee at Carluccio's - an Italian chain.

Marks and Spencer has a huge store on Oxford St at Marble Arch, you can get something quick and easy in their basement cafe.

There are lots of places like pret or eat where you can buy yogurt pots or porridge and take it away and eat.

It is made with oats, so I would imagine the answer to the question is yes.
Porridge is usually made from whole rolled oats.
Just trying to learn the appropriate terminology!
