I am not sure I understand, but I think you are saying you are doing a bike tour on july 21, then you don't know what to do on july 22 (which happens to be the day the Tour de France ends in Paris).
Well, what would you like to do, why did you go to Paris? The Tour de France doesn't affect anything except right around the Champs-Elysees. So the street is closed off (roughly from Place de la Concorde to the Arc de Triomphe). And given all the crowds around there, the museums right near that tend to be very crowded also, in my experience (like the Grand and Petit Palais). If you want to avoid that, just do whatever you want on the Left Bank. The Tour usually ends around 4 pm, but the advance "parade" of the advertisers' caravan is long before that. That is really quite enjoyable (according to their website, about 40 pct of people come mainly to see that). http://www.letour.fr/2012/TDF/COURSE/us/caravane_publicitaire.html
It's several hours ahead of the riders, if you are interested in seeing the Tour, that's a whole separate post and you can look at the website for a schedule perhaps. It is very crowded so it's hard to see anything unless you stand there for a very long time to get a good spot.
