Would you consider a campsite holiday? It's a great family vacation and works out quite cheaply.
Our family stayed here in Bidart, which is close to Biarritz (about 7km) some time ago and had a great time - http://www.yellohvillage.co.uk/camping/ilbarritz . There's a bus service between the two towns, or you could walk the coastal route if you're feeling energetic.

You could check Victoria surf (right on the grand plage) or Pierre et Vacances on avenue de la reine Victoria.
Further up the road to Anglet, there is Regina, and then down again at chambre d'amour, there is the VVF (looks like à cruise ship) but I would have to check who is selling it now

VVF is now à Belambra club.
I could not say how these places are coz I used to live in Biarritz.
If you want to be close to action, stay in Biarritz but summer nights can be rowdy. Anglet is more family oriented
