Better to visit Rome Sept/Oct or Dec/Jan?

We just decided last night to plan a trip to Rome this year during daughters' school break. They have breaks last week Sept/first two weeks Oct and last week Dec/first two weeks Jan. Which would be a better time to see Rome? I strongly dislike city sightseeing when it is too hot (and have no patience for crowds) so we usually try to hit places off peak. We enjoy northern European countries tremendously over the Christmas break but does the holiday draw crowds to Rome that may make that time not desireable? Any thoughts?
