Best way to travel from Dublin to Wicklow?

I am currently looking for some information on how to get from Dublin to Wicklow. I'm staying in Ireland for eight days, I arrive at the Dublin airport at 10:20pm and I'm wondering if it is possible to get on a train the night of my arrival? Is there a train from Dublin to Wicklow Town or should I probably take a bus? Besides the fact, is there any opinions on where I should spend most of my time in Wicklow? I've never been to Ireland before and I will be on a really tight budget, so please give me information that won't empty my entire wallet! I'll be staying in hostels during my stay so a cheap mode of transportation will be ideal.
