If you can get an MCI calling card, it is the least expensive that I know of.
I went to a tabac shop and bought an Austrian phone card which I could use at any pay phone. The LED readout shows how much time is left. I didn't compare prices but there is not entanglements with phone plans and the like. Buy it, use it up, throw it away.
No dangling alliances.
It depends on who you want to call (your own home, family, etc who could call you back - - or business-related calls that you would never ask to do that), how often and how long.
You might be surprised at how you can eliminate worrying about the cost of calls (primarily for calling back to your own home) by buying a cell phone - - that has a pre paid plan and no charge for incoming calls. Then just call home and ask your spouse, kids, parents, whatever to call you back. Plans for calling FROM the US are always so much cheaper than calls TO the us.

If you are living there or travelling for a long time, then yeah I would make special arrangments. But when I am travelling for a short time and just want to let people at home know we made it safely or are just checking in then I just use the hotel to call. Not worried about one or maybe two $5.00 calls.
