There are several public car parks in Windsor, just follow the signs when you arrive. I don't go to Windsor often but have parked in the car park close to Browns Brasserie.
It's been some years since I have been to Bath, I do not recall being able to park anywhere near the Roman Baths nor anywhere easily within the city, I recall a very long walk, due to car parks being full.
Ringgo app is very useful for paying for parking, especially if you do not have the correct change.

Bath is always said to be a very difficult city to drive around and park in. Certainly, the traffic management is designed to discourage the private motorist, and there is certainly nowhere near the Roman Baths to park, and you cannot drop someone off outside.
All-day visitors to Bath will probably find one of the park and ride sites convenient. Parking is free, but you have to pay for the bus ride into town. There is quite a lot of off-street parking in the centre, and you can see details here:

We were in Bath on Tuesday afternoon, and found a space in the Charlotte Street car park which was about half a mile from the Roman Baths. Parking there is not cheap, however.

My favorite parking place in Windsor is in the Alma Road car park. It is along the Arches and just west of the main coach park. Hope this link works

Easy to get to off the M4 via the A332 and one roundabout. Convenient to central Windsor and the Castle and there is almost always space available.
For Bath -- definitely use the park & ride system. There will be signs directing you to the park and ride lot depending on from which direction you are arriving.

I haven't found it necessary to use the park and ride in Windsor -- there actually is quite a bit of easily accessible parking not that far off the motorway/major roads.
(I just about always use the park & rides in places like Bath and Oxford so it isn't that I'm against using them, but I've never had a problem in Windsor)
