The London Tube app by Presselite! I used the journey planning/routing tool constantly while in London. You can add the bus option for $.99 as well. Was very useful to me.
RATP app for Paris public transit. Free. For a couple of bucks I like Paris-ci which even tells you which exit to use.
Check out Off maps and Google maps to download maps and store them so no data is required when you are there.
London's transport for London (tfl) website is by far the best - and they support the Travel London Safely app - so take a look at that.
