Best city/place for beach-vacation in Croatia or Montenegro

My boyfriend and I are travelling in Croatia and Montenegro for two weeks in july/august. We take the plane to Split and leave from Dubrovnik, but the plan is to travel through the country and experience as much as possible. We do need 4-5 days to relax by the beach. So what I'm wondering is what place is the best for relaxing at the beach and having a swim? We would prefer if it wasn't an overcrowded beach, if there is any.

And if you can recommend a hotel by the beach (that isn't too expensive) I would be very happy:)
