Best base town to visit Costa Brava?

I'm hesitating between using Tossa de Mar or S'Agaro as a base to visit Costa Brava. I want to stay in a town on the coast where I can drive from to visit the most picturesque villages and beautiful coastal walks (Camino de Ronda). I also want this base to have a good choice of restaurants (not too expensive) but not to touristy.

I will be there in May so I assume that I should not have any problems parking for free on the streets?

I was looking at Begur but hotels are too expensive. My budget is limited to 50 euro per night .
Where is the most beautiful part of the Camino de Ronda walk? By beautiful I mean cliffs and little beaches hidden in coves...
